The Ministry of Human Resources and Emiratization (MoHRE) has issued an executive order on the licensing and regulation of offices that recruit domestic workers across the country.

Existing recruitment agencies can renew their licenses provided they comply with the rules and requirements stipulated in the decree and meet their responsibilities to families who employ domestic workers. The licenses, obtained from the ministry, must be renewed each year if the conditions continue to be met.

>>Under the decree, those who wish to obtain a license to recruit domestic workers must provide a bank guarantee or insurance as an alternative to the bank guarantee.

>> Applicants, whether they are individual owners of an establishment or a group of partners, must submit a solvency report of their financial situation.

>>Recruitment agencies can open branches in the emirate in which they are licensed, or in any other emirate, provided they meet the requirements of the local licensing authorities.

>> A clear address for the agency must be provided unless the department authorizes the applicant to conduct the business activity online.

>>Agencies are required to provide appropriate housing and compensation to domestic workers. If workers are recruited temporarily, agencies must fulfill all legal obligations of employers of domestic workers.

>>Approved agencies must provide all services at Ministry-approved prices.

Resident Responsibilities

Residents who hire domestic workers must provide a safe work environment. They are prohibited from assigning domestic workers to tasks not provided for in the agreement or contract with the recruitment agency.

Domestic workers should only work the number of hours specified in the employment contract. In the event of a work accident or accident, the recruiting office and the ministry must be informed.
